The 1994 Rwanda genocide has been documented by the UN Force Commander & aide in their riveting but gruesome book – but despite their efforts there have been many subsequent outbreaks of genocide in Africa

3^rd Forces need to be understood if any hope is entertained of eradicating the horrors of genocides – the most important point of which is to recognise & understand that the UN Force Commander did NOT shake hands with the devil

Introduction:

 

The authors (Romeo Dallaire & Brent Beardsley) record in detail a riveting but gruesome story of their time in Rwanda as Force Commander & Aide of the United Nations Assistance Mission for Rwanda (UNAMIR), phase I & II. Phase I was established under UN Security Council Resolution 872/05 Oct 1993, phase II under Resolution 918/17 May 1994.

 

TV news coverage gave insight at the time the horrors were unfolding, and movies such as Hotel Rwanda (Don Cheadle, Nick Nolte), have expanded on that – but an in-depth, blow by blow, account was denied the world until Dallaire & Beardsley finally overcame their own intense personal traumas to document the tragedy.

 

For those wanting to get to the hub then one can short circuit a full replay of the horrors and fast track understanding of the issues raised in this paper by reading Dallaire & Beardsley’s:- Introduction, Conclusion, and pages 286, 289, 346, 347, 355, 370, 388, 456 & 506.

 

The intent herein is not to denigrate in any way the courage & tenacity that both authors displayed during their ordeals in Rwanda – but their analyses are in error in a number of respects, the intent herein is to address these issues from an engineering perspective to bring new light to bear.

 

It is however pointed out that high-level members of the United Nations have, for many years, been kept informed of R&D developments by CDADD that would have made significant inroads to eradicating gross disparities that lead to the collapse of nations, and to genocide; but these UN members have totally ignored these developments. These persons are Kofi Anan, Igbal Riza, Stephan Dujarric, and Kofi Anan’s economic advisor Professor Jeffrey Sachs (Columbia University/Earth Institute) – all of whom are kept informed directly & regularly. BUT, they ignore!

On the cover of Dallaire & Beardsley’s book it is stated that humanity failed in Rwanda – the truth is that humanity has failed throughout the world because elected governments ignore their electoral & moral mandate, and instead pander to the financially powerful few that are prostituting governments, civil sectors, universities and so on.

 

It is some 5 years that CDADD’s 25 years of ongoing research has come into a holistic form of understanding – and it has been for about the same time that Kofi Anan, Igbal Riza, Stephan Dujarric & others at the United Nations have been aware of these groundbreaking R&D issues – but they remain silent. So has Tony Blair, Gordon Brown & other leaders.

 

The nobility of the Nobel Prize is being eroded because of dishonesty within the academic fields which has been swayed by financial inducements. Grossly defective economist models, used by governments, are destabilising western nations (see series of papers: Economists inexact models exactly defective).

 

Columbia University, the source of many defective economy models by economists that are lauded with Nobel Prizes, refuses to honestly & transparently engage with CDADD to develop further these groundbreaking R&D issues.

The Canadian Institute for Advanced Research is just another of the hosts of universities/institutions globally that remain silent & that isolate CDADD.

 

Kofi Anan’s economic advisor, Jeffrey Sachs, has not achieved any success with his MDG (Millennium Development) Goals, and his Earth Institute is in moral decline, and with key staff departing. The decline set in with his refusal to engage honestly & transparently, instead he saw fit to maintain alignment with rock stars that sought to play on the plight of billions of starving people to enhance their own image.

 

It is clear that Rwanda, or any other African or other impoverished nation, can never hope to attain stability whilst these massively defective & destructive economy models continue to be forcefully imposed; hence latent 3^rd Forces become patent.

The current credit crash is a direct consequence of the defective & destructive economy models.

 

It is important to recognise herein that unless intellectuals are made to realise that thinking has to change if developed solutions are to be implemented, and to change if understanding is to bring about solutions, then no amount of time, money or effort will eradicate, or diminish, genocides.

 

And in a world in which per capita destructive power is increasing at an increasing rate it means that just one person can cause much destruction.

 

What makes evil prevail is that people sway toward the money-god instead of God (see series: A con-undrummed).

If we imagine a road network without rules & regulations it does not take much intuitive thinking to realise that within a short space of time chaos would reign with certain people driving their cars as fast & as recklessly as they choose; and soon thereafter an increasing number of mangled, disintegrated, cars would be littering the roadside.

 

It is intuitive that sensible, rational, regulations setting speed limits & behaviour are a necessity in an orderly society, and that the regulations need to pre-empt the otherwise certain chaos.

 

For whatever inexplicable reason social/economy/business/finance/legal (SEBFL) environments have been able to avoid sensible, rational, regulations & controls to ensure an orderly society. Instead, as we have seen in the numerous papers at this website, a minority financially-powerful few have been able to manipulate the rules & regulations to allow irrational, destructive, behaviour to prevail.

 

The unitary model interest rate economy control-device, speculative demand trading, organised crime (‘legal’), obstructive barriers that do not provide PROTECTIONS, and necessary PROTECTIONS that are vehemently denied, are just a few of the irrational circumstances of UNFAIR RULES that create utter chaos throughout the world.

 

The nett result is that the majority of people throughout the world are severely affected by these unfair rules such that they sink into poverty, despair, anger, and then on a probabilistic basis, erupt into violence. The causal problem is the unfair rules; what follows are simply regressive symptoms of the causal problem.

 

When the anger is so intensive, extensive, and prolonged, the probabilistic violence can sometimes explode into genocide. Witness Dallaire & Beardsley’s testimony.

 

Both authors come from a military background and on their own admissions had no training or experience in the SEBFL environments; hence they would not have been able to recognise that the root of the world’s problems lie within the UNFAIR RULES that the western world forcefully impose upon the rest of the world.

 

Dallaire felt that he shook hands with the devil – he relates (Pg 346/7) meeting 3 people that were no doubt genocidaires, and twice refers to a particularly ugly character, a lieutenant-colonel (506), all four of whom are/were indicted at the International Criminal Tribunal Rwanda (ICTR) at which Dallaire testified. Further, Dallaire recognised these persons as a 3^rd Force that destabilised an already unstable nation.

 

In contrast Dallaire, in both the Introduction & Conclusion, refers to his encounter with a 3 year old boy, dirty, in tattered minimal clothing, surrounded by flies. The image clearly, and understandably, plays on Dallaire’s mind as the condition of the child individually, and as representative of children collectively, as well as the child’s environment, are indictments against the western world whose wrongly & forcefully imposed defective & destructive economy models are the very cause of the child’s circumstances.

 

There are important points that Dallaire has overlooked:-

- Dallaire did NOT shake hands with the Devil, he shook hands with the Devil’s pawns. This is a big, a huge, difference. Whereas all light is absent from the Devil within any Devil’s pawn a glimmer of light always remains. (This includes Hitler, Nazis, Stalin, etc.).

- Dallaire failed to recognise the boy in the genocidaires, albeit time shifted by a number of decades, even though he was concerned about the boy’s future and hope that he would somehow escape the horrors.

- 3^rd Forces are always present in societies, they are latently present & become patently present when oppression surfaces – it is simply a question of whether the circumstances of any particular society are of a humane nurturing kind rather than an inhumane naturing survival of the fittest.

 

Latent 3^rd Forces are everywhere present in fragmented form, evolving & developing all the time, and in sync with generational developments. When oppressions induce a shift from latent to patent presence it begins much as a kettle boiling water, the convection currents grow and then begins to bubble, which get progressively bigger & more vigorous.

 

At some point fragmented 3^rd Forces align & form larger forces that gain their own self-sustaining momentum because of inherent demands for equality, realised because of clear inequality (disparity).

 

As an observation, rather than a criticism, it was perhaps an error for Dallaire to testify at the ICTR as it questions the UN’s neutrality; in contrast the Red Cross is staunchly neutral to the extent of refusing to testify at any process.

 

Certainly the omissions & commissions of the United Nations were as much to blame for the genocide as were the indifferences of the western world, but, whereas the UN create the illusion of caring the reality is that its key members are indifferent.

The Rwandan genocide was an extreme active instance, what is overlooked is that genocide comes in passive forms – the passive genocide currently raging in South Africa stems directly from the ANC government’s XR-Nazi system (XDR = Extreme Democracy Resistant) in which they refuse to help those with AIDS, and refuse to reform the forcefully imposed defective & destructive SEBFL models that maintain the majority millions in abject poverty & enslavement.

 

Instead President Mbeki, Deputy-President Mlambo-Ncguka, Finance Minister Trevor Manuel, DPE Minister Alec Irwin rape & plunder South Africa and its coffers with the assistance of Mandela’s fellow Robben-Eilanders that have fraudulently acquired massive wealth in the span of less than 10 years. How is it possible for an ex-prisoner to gain billions in wealth in such a short time unless through fraudulent means? And Mandela does or says nothing about this – yet he is lauded.

 

FW de Klerk surrendered power in the hope of advancing South Africa - Mandela, Mbeki & Co. grabbed power & whatever else to the detriment of SA, the majority of whom are experiencing far worse disparities.

South Africa’s 3^rd Forces are at the early bubbling patent stage with armed mini-armies waging a war of crime throughout that is a bare stones throw from self-sustained revolution.

 

In a lesser form the extreme despair in Ireland that is causing many to commit suicide stems from the same defective & destructive SEBFL models that the government impose. Ireland’s government is, as it has always been, splintered because of their inability to think rationally; instead critical issues are decided by irrational emotions. The Irish government are today arguing over the Taoiseach (Prime Minster) Ahern’s previous dishonesties rather than addressing the issues that have pushed Ireland back into enslavement. Ireland’s self-esteem is mangled; what is even worse is that the nation does not recognise that they are mistaking self-denigration for self-esteem. Self-denigration, therefore, reinforces the decline in self-esteem and maintains it in a morally depressed state.

 

Rwanda achieved an interim calm once the RPF had defeated the RGF government, but despite this the genocide in the region still continually reignites. It cannot be argued, as Dallaire does, that had he had more men & equipment that he would have saved the situation & brought about stability. It is certainly true that he would no doubt have brought about an interim calm earlier – but it would not have lasted, as the ongoing genocides prove.

 

And the reason is that the masses would not have been able to achieve progressive advancement in attaining their needs goals (cf: Maslow’s hierarchy of needs) hence any latent 3^rd Forces would quickly have become patent. (see paper: Poverty, Disparity, Unfair Rules)

 

In his Conclusion at page 519 Dallaire argues about the Pontius Pilate attitude of the developed, western, world. There is an error in this interpretation - Pontius Pilate has been wrongly vilified, daily, by millions, for millennia – the Christian creed puts the blame for Christ’s death onto Pontius Pilate – this was entirely untrue, the blame falls fairly & squarely upon Caiaphas & his band of bigoted priests. And it is the modern day Caiaphases that are destroying stability throughout the world – both in the churches, synagogues, temples & within justice structures throughout the world.

 

South Africa’s Constitution is emasculated and Constitutional Court prostituted, as are the courts in UK, USA, Europe – because modern day despots that come in the guise of successful, monopolistic, financial powers are able to buy protection from prosecution (e.g. Gates, Branson, Levy, Gordon, etc., etc.) (see paper: Cash for Honours, objection to CPS decision).

Genocide is simply an extreme crash of society – much as would be the consequence of a road system that had no rules.

 

Is much to be gained by analysing a mangled car that was driven recklessly, or does it make more sense to recognise the need for regulation & proper systems & controls?

 

This is essentially what the UN & governments are refusing to accept – hence developed economies repeatedly crash, and undeveloped economies fail to grow.

 

Genocide, a symptom, is an extreme form of violence that erupts on a probabilistic basis from a symptom of anger, that is a symptom of frustration, that is a symptom of poverty, that is a symptom of disparity, that is a symptom of the causal problem – vis UNFAIR RULES.

 

Lt. Gen. Dallaire could not ever have hoped to maintain stability in the face of the massively defective & destructive economy models from which UNFAIR RULES are formed.

 

Rwanda is simply one ‘pussy boil’ in the greater arena of ongoing genocides, both active & passive.

 

RECAP: Imagine a batch of defective axles fitted to cars. One car hits a large pothole at low speed & axle sheers = minimal damage; another car drives a bend at high speed & axle fails = mangled, disintegrated wreck.

Vastly different outcomes but same causal problem!

 

The anger in rural England over Jamie Oliver & others pushing house prices beyond affordability; and the anger in Africa which sometimes explodes into genocide; are VASTLY different outcomes but stem from the same causal problems, vis: UNFAIR RULES.

 

However:–

- in the first instance, if a car manufacturer discovers a quality error then the defective components are replaced, which incurs costly recalls.

- in the second instance, despite governments having been made fully aware of a number of defective economy models & UNFAIR RULES by CDADD there is a blanket refusal to ‘recall’ these models. The nett effect is that financial-power players (banks, institutions, etc.) are able to continue their power-abuse, it is consequently understandable that patent 3^rd forces engage with force. Further oppressions & repressions by governments, acting at the behest of financial-power abusers, result in armed force; consequently 3^rd Forces become understandably even more angry.

 

Clearly, irrational behaviour by governments results in increasing disparities which results in increasing opposition.

 

If one wants to minimise/remove the possibility of genocide then one must address the root causes. When one does that it becomes clear that the re-enslavement of Ireland stems from identical problems that Rwanda, Zimbabwe, South Africa, etc. are all facing.

 

Political disharmony is caused by lack of insight of elected (note: NOT qualified) people that have no real understanding of SEBFL systems & controls. Political dishonesty merely exacerbates an already unstable position, not because it worsens per se (chaos through incorrect systems & controls is little different to chaos through dishonesty) but because mindsets are closed to reform.

 

This is only too clear in Ireland with decades of dishonest government that has prevented reform in Ireland, hence the freedom from oppression in the early 1920’s did not bring about reform to lift the nation out of depression. The Haughey & Ahern eras have had a hugely negative impact simply because Ireland’s freedom was sold to create an illusion of prosperity under EU handouts & slave-imports from Asia, instead of honest government freeing up & accelerating the economy under its own steam.

Ireland has numerous high-level tertiary universities/institutes but despite their high intelligence wisdom has forever escaped them, stupidity prevails. If Ireland was unable to solve their gross disparity problems how can under-developed nations be expected to solve theirs when they have few, if any, tertiary institutions. Simply listen to the warped thinking & dishonesty from leading economics professors (see paper CHAMSA Economics for Prosperity).

 

And stupidity also prevails with Mbeki & his SA government.

 

As pointed out before – the effect of dishonesty is only too clear – look at the immense growth (acceleration) of Virgin because of Richard Branson’s massive defrauding of his employees pensions, Raymond Ackerman with Pick ‘n Pay – these are based upon the fraudulent models masterminded by Donald Gordon (Liberty Life) whose knighthood was revoked.

To see how economies are severely retarded (decelerated) by dishonesty – look at the latest credit crunch – the increase in interest rates begin to suck disposable incomes out of the economy and the economy rapidly slows down.

 

These two examples are clear proofs of the need for reform to a rational multi-component interest rate control device (see paper series: Interest Rates & Loans)

 

The spat between Mattel & China over unsafe children’s toys is another instance of outright dishonesty. Mattel now sides with China who argue that the faulty toys (e.g. loose magnets, toxic paint) are design flaws. This is entirely wrong – the point of production is the point of quality control, and the fact that quality control is entirely absent rest squarely with China. That Mattel have been dishonest is proof of a corporation that has no integrity.

 

BUT, the issue of quality control in China is NOT the issue that should be considered – it is the fact that indigent corporations (to USA, UK, Europe) are engaging with slave-labour which is destroying internal jobs – this is causing latent 3^rd Force activities to begin bubbling. With the destabilisation of the financial & economy systems (which we are currently witnessing) from saturated money that has been defrauded from societies by dishonest finance companies it adds further grist to the mill over which 3^rd Forces will react and become more patent.

 

Ireland sold its freedom when it chose to ‘solve’ its depressed economy problems by accepting oppressed slave-labour imports from Asia, and freebie cash handouts from the EU which handouts are also bolstered by Asian slave-labour & defrauded pension/investment monies.

 

Major developed nations are bolstering their rickety economies by injecting more money into a saturated pot. It simply delays the crash which will be even greater, and with no rational thinking being engaged.

 

The crash of economies comes with consequent increases in disparities which lead to frustration, despair, anger, and probabilistic violence (including suicide) – hence the clear need for rational systems & controls to achieve stability & peace.

The solution for Rwanda, for any under-developed nation, is not for forceful UN intervention within destabilised regions but for peaceful pressure on the USA, UK, Europe to bring rational economy structures & controls into play, and for properly engineered development programmes into under-developed regions. Guns do not bring solutions.

 

It is also important to bear in mind that both Dallaire & Beardsley were fully paid whilst active in Rwanda – what would the position have been if they, like CDADD, were economically isolated, had no income, and were exiled, for years??????

3^rd forces are latent within societies, forever developing & evolving - there is a pressing need to nurture constructive development, by avoiding oppressions from UNFAIR RULES that cultivate destructive development which cause latent 3^rd Forces to become patent.

 

The most positive impact to be gained in addressing genocides would be by implementing a rational multi-component interest-rate economy control-device. Not because it is the only or principle causal problem of UNFAIR RULES, but because it is the most visible. It would have immediate positive impact upon citizens of developed nations in bringing understanding as to why their economies continually crash when they need not, and consequently bring understanding as to why under-developed nations keep collapsing into genocidic horrors.
